A Midnight Ban for South Korean Young Gamers

SEOUL (AFP) – South Korea's government is close to adopting a "Cinderella" law to ban youngsters from playing online games past midnight amid growing concerns about Internet addiction, officials said Thursday.

A bill to be submitted to parliament as early as this month will require South Korean online game companies to cut off services at midnight for users registered as younger than 16, the culture and family ministries said.

"The thing about online games is, once you are in it, it is extremely hard to get out of it, especially if you are a young kid," Jo Rin, a ministry official in charge of the law, told AFP.

"A lot of kids play games all night long and have trouble studying at school and going about their normal lives during daytime. We believe the law is necessary to ensure their health and a right to sleep."

The online services would resume at six the following morning, he said, adding there would be a year-long waiting period until the law takes effect so that companies can prepare for it.

The government is also considering requiring companies to limit young users' access to online games to a maximum number of hours a week or a day if parents request this, said Jo.

South Korea is one of the world's most wired societies, but there have been sporadic reports of deaths related to Internet game addiction.

Last month a 15-year-old South Korean boy committed suicide after killing his mother for scolding him over playing computer games too much.

In February a 32-year-old man died after reportedly playing for five days with few breaks.

A month later police arrested a couple accused of leaving their baby daughter to starve to death while they raised a "virtual" child on the Internet. The baby had long been malnourished, an autopsy showed.

The government, which estimates that South Korea has about two million web addicts, is already launching one campaign to combat the affliction.

From next year, it will offer free software to people at risk, to limit the time they spend on the web.

So what’s in store for us in DotA 2? Engamers.com made it easy for us to read:

- Dota 2 launches in 2011.

- Dota 2 uses Valve’s Source engine, so the game is much prettier. Source itself is getting a few upgrades, including improved global lighting and true cloth simulation.

- Dota 2’s integrated voice chat is a huge step up from having to set up your own Ventrilo server, and the speed of voice communication is very nearly a requirement for a game as team-focused as DotA.

- AI bots will take over for disconnected players, and will be available to play against in unranked training matches as well. However, don’t get your hopes up for a full-fledged single-player game, though.

- Valve is upgrading Steamworks (the company’s backend technologies for matchmaking and other gameplay and community-related things) to allow them to create in-game rewards for participating in the Dota 2 community.

- Posting useful feedback or participating in constructive discussions on the forums will contribute to your standing in the community in a visible way. If this was just about getting points for posting comments, though, we wouldn’t waste your time by telling you about it. Dota 2 goes much farther than that. Everything from unlocking new skins for your favorite hero to getting a unique title for writing a strategy guide is on the table.

- A coaching system is being deeply integrated into the game. By logging in as a coach, veteran players can do their part to help out newer folks. Valve hasn’t entirely decided on the specifics of how newbies and coaches will be matched up, but once they’re together a few things happen. The coach sees the pupil’s screen, and gets private voice and chat channels to communicate with them. The coach probably won’t be able to take control of anything directly (once again, the details are currently under discussion), but information is power in Dota 2 and having a mentor whispering in your ear can make all the difference in the world.
